Debian Policy does not support blanket rejects based on the Lintian
dir-or-file-in-etc-opt tag.
The tag should be removed from the "fatal" list at
https://ftp-master.debian.org/static/lintian.tags.

Rationale

The Debian Policy has little to say about opt, except that the FHS
must be followed. There
is a stated ban concerning /usr/local, but nothing specific about opt.

The FHS explicitly states that distributions MAY place files under
/opt (with narrow exceptions
outside of the /etc/opt tree), and that /etc/opt is there to support
such files, as long as the
local admin is given an option to bail.

If circumstances dictate, the Policy does not preclude the use of
files installed under /etc/opt.
