- d/gbp.conf: Retain git-buildpackage config, including use of pristine-tar.
- d/watch: Get orig tarballs from tarballs.openstack.org.

If you came in Debconf, you would know that we decided to drop all
gbp.conf. Also, we're not using usptream tarballs, neither pristine-tar
which is a nice idea, but a broken concept (as per Joey Hess its
inventor, and the current maintainers).
So I'm afraid I wont apply the patch.
