Gustavo Noronha Silva has written an submitted a short patch to WebKit2
to implement NetworkStateNotifier, which solves issues with websockets
timing out and online/offline state not working ([0], [1]).
Please consider applying the patch, it should be pretty straighforward
to do ([2], [3])

This patch has already been applied, WebKitGTK+ 2.18.1 already
includes it:
https://trac.webkit.org/changeset/223490/webkit
