repackage the tarball to remove it, and build-depend on jimtcl
instead (for example).

While we ship the upstream provided copy of jimtcl with openocd we
build-depend on libjim-dev and pass the --disable-internal-jimtcl flag
to configure in order to use the system copy rather than the internal
copy.
