Dear maintainer,
some time ago the organization of where to put documentation
for TeX related packages has changed. In particular
/usr/share/doc/texmf
is not searched anymore by texdoc.
Do make your documents available to texdoc, please install them
into the proper TDS tree, that is
/usr/share/texmf/doc/latex/prerex/
or similar.
In addition, please use
dh_compress -X.pdf
as pdfs are already compressed, so there is no gain, but it helps
texdoc to display the document.

This seems to have been fixed in the latest upload of texlive-pictures-doc,
which took over the prerex files.
