The dependencies of libpango1.0-dev are all available in stretch.

You appear to have an apt source configured with libpango-1.0-0 version
1.40.14-1, which is the version in testing and unstable. libpango1.0-dev
version 1.40.5-1 depends on libpango-1.0-0 version 1.40.5-1, and you
can't have 1.40.5-1 and 1.40.14-1 at the same time. You will have to
choose Pango from stretch or Pango from testing/unstable, but not a
mixture of the two.

If you are mixing packages and apt sources from stable and
testing/unstable on one system, not everything is going to go smoothly.
You can get a "clean" stable environment for development by using a
stretch chroot, container or virtual machine.
