libcurl3-nss cannot load PEM certificates without the libnsspem library,
and as a consequence libcurl3-nss cannot be used as a drop-in
replacement for libcurl3-gnutls (726073).  In fact, it cannot be used at
all due to the fact that there is no suitable NSS certificate database
for use in Debian.  Also, as I'm sure you're aware, NSS has more
favorable licensing terms than libgnutls28 due to the latter's
dependence on an LGPLv3 library, which is incompatible with the GPLv2.

Could you please provide libnsspem.so so that libcurl3-nss will work out
of the box?

Hi,

Merging nss-pem with nss won't happen, it's a separate project now that
depends on non-public headers & static libs from nss to build, but in
any case this bug should be closed.

There is an ITP for nss-pem though:
