https://nm.debian.org/process/293 is a case of a process that started
with target dd_e, then has been switched to targed dd_r (with the "WAT
removal" procedure), but then the interested person used the
one-click-emeritus url and switched it back to have target dd_e.

In the log I can read
    Date Author Requirement
        Action Content Public
2017-09-29 10:04 mattia Declaration of intent add_statement Started
remove process yes

But I can't find the equivalent documenting the dd_r→dd_e switch.
I think it should be logged as well.
