Recently (sorry, I don’t know with which version precisely), I have
noticed that apt acquires pdiffs when running “sudo apt-get update”
(yes, I have updated my aliases to prefer apt over apt-get for the
future).
Since pdiffs make updates way slower in my setup, I have pdiffs disabled
on all my machines using:
$ cat /etc/apt/apt.conf.d/06disable-pdiffs
Acquire::Pdiffs "no";
However, that does not seem to be enough. I’ve tried explicitly
disabling all options containing “pdiff”, but disabling the
Acquire::IndexTargets::*::PDiffs options doesn’t seem to work at all:

"man sources.list" says:

"man apt.conf" PDiffs entry points to sources.list in case you wonder
how you should find it (beside that it is a common concept that generic
options are overridden by specifics).
So, that works as documented and intended.
Moving a file from 00 to 99 is not a "prio lowering" btw, it just
changes the sorting order as apt.conf documents that files are read in
order and 00 sorts before 99 – so you can override settings in the
earlier files with later files, but that requires that you actually
override the settings, not just setting a (for these files) unused
default.
Also, are you really sure you want to disable pdiffs for Content files?
The file is updated every 6 hours and (compressed!) larger than 35 MB…
Your connection bandwidth and speed must be extremely large to offset
this.
Anyhow, the bugreport already includes this & documents that apt-file
does this by intend and wont change the default as it would end up worse
for the (waste) majority of users – hence the bugreport isn't actionable
(especially not in apt) and lies somewhere between wontfix, opinion and
user-error: Therefore I am closing it.
