Without python-cookiecutter-doc directory does not exist. Should point
to file:///usr/share/doc/python-cookiecutter/  Although this directory
is sparse, could so with an index.html

Unless a depends to  python-cookiecutter-doc could be added.

there already is a suggestion for the doc package, the same we do with mostly 
all the python
packages, I don't see why this one should differ.
