No one who operates any of those other debconf services has requested
that bugs.debian.org track bugs for them. [Indeed, I suspect that for
most of them, tracking bugs in the BTS wouldn't be appropriate.]
That said, if the operators of those services do want to create
pseudopackages for them, they should feel free to open new bugs to ask
for there creation.
