The package description for version 2.11 (which is the version you're
reporting the bug against) does not mention hppa architecture.
While package description for version 2.12 (which is currently
in unstable) does mention hppa and does include hppa.

However, in order for qemu-system-hppa to be useful, you need bios
file too. Which is, indeed, not provided. For now you'll have to
grab it separately from the qemu sources, we'll include it into the
package later, once dust from 2.12 landing will settle.
