As has been noted in bug #820332, this version conflicts with
libnet-dns-sec-perl because all the DNSSEC RR classes have been
transferred to libnet-dns-perl.
There is still a runtime depencency between the DNSSEC classes and the
remaining code in Net::DNS::Sec though. Trying to use e.g
Net::DNS::RR::RRSIG results in
$ perl -MNet::DNS::RR::RRSIG -e 'my $rrsig = create Net::DNS::RR::RRSIG([],"")'
Net::DNS::SEC support not available at -e line 1.
This dependency cannot currently be fulfilled, due to the mentioned
conflict. Please provide a proper update path, restoring the previous
DNSSEC support, while fixing bug #820332. Conflicting with
libnet-dns-sec-perl version 0.21-1 is not enough. Either an updated
version of libnet-dns-sec-perl should be made available, or the
remaining Net::DNS::Sec parts should be included with libnet-dns-perl

an updated libnet-dns-sec-perl was provided for Stretch and the conflict
was further tightened, so I think this bug report can be closed.
If I misunderstood your problem and there remain issues that you want to
see fixed, please don't hesitate spell them out in more detail.
