The "Qt GUI Time Sink" block is not present in Instrumentation / Qt section (but it should). I suspect the cause of this problem to be an old Debian patch present in gnuradio package : qt5-maint-0018-qtgui-Expose-qt-time-sink-stem-plot- option.patch. This patch, although it applies well, creates a duplicate "Stem Plot" section in the qtgui_time_sink_x.xml XML file.
