This is deliberate: libnm-util/libnm-glib is gone (along with
NetworkManager.pc). It has been superseded by libnm.

libnm-gtk is gone as well, has been replaced by libnma.
Please see the changelog of both network-manager and
network-manager-gnome in that regard.
