As per upstream changelog, 0.38.0 is backed by LLVM 6.0, which requires
python-llvmlite >= 0.23.0 .
Apart from that, 0.38.0 also brings initial support to ppc64el, but it
needs LLVM 6.0.1 .
The 0.38.0 update is blocked by llvmlite.
