This is the upstream svn, and it isn't clear that anything in that
repo (tags, trunk, or branches) contains debian packaging.
I looked for a debian packaging repository but found nothing (there's
an empty CVS repo associated with
https://alioth.debian.org/projects/logrotate/).
Ideally, the debian packaging would be published in a Vcs someplace,
and debian/control would point to it. failing that, the Vcs- fields
should just be removed from debian/control.
