According to mod_security's manual, module order is very important
to make chroot not preventing other installed modules from working
(due to chroot) - see the mod_security manual (recently page 23 and
next). Debian package installation scripts does not pay any attention
to that which may lead to problems. Of course mod_security ain't
newbie's toy and user is expected to RTFM, but at least a note 
or warning in postinst about that shall be added
