The old toolstack using xm is gone. Clean up everything in the packaging
that still refers to it. (if/else statements etc...)

Stretch already doesn't have it any more, so there's no problem with
Stretch -> Buster upgrades where utils/common packages get replaced.

We should keep the 'xen' command, to not break muscle memory for users,
or, when wrapper scripts are overengineering, then maybe just ship a
symlink xl -> xen?

All xm / xend stuff was removed during the recent packaging rewrite.
