Bug: Connection failed (20337260938) error:141A318A:SSL

Reverting back to this version fixes the issue:
openssl_1.1.0f-3+deb9u2_amd64.deb

I found another related bug opened here:

Is there a way we can set the size so we are able to connect properly when
using the updated version or is this a compile-time option that needs to be
changed in the newer versions?
