The first two warnings can be removed by adding 
libfile-tail-perl and libmail-dkim-perl to the 
build depends. I could not find, however, what is needed for
Time::TAI64, i.e. where it is appropriately provided in Debian.

If you fix this error, please contact me, as I would like to fix
several other (mainly l10n) errrors in this package so we can join
forces.

For my planned NMU I contacted the debian maintainer, however, he did
not respond.

Hi Helge,

I've just built your NMU in unstable, and it did not FTBFS. I'm
therefore closing this bug because it seems most likely that the package
is fine, but your unstable chroot has a problem.

We might need to reopen this bug if the package FTBFS on the buildds.
