nheko seems to currently block the boost transition because it doesn't
get rebuilt against boost 1.67 despite the alternative
build-dependencies:

According to that page the issue seems to be that many of the primary
build dependencies lack the "-dev" and hence refer to a non-existing and
non-provided package

Namely these build-dependencies likely need to be fixed:

* libboost-iostreams → libboost-iostreams-dev
* libboost-random → libboost-random-dev
* libboost-regex → libboost-regex-dev
* libboost-system → libboost-system-dev
* libboost-thread → libboost-thread-dev

I suspect this to be a copy and paste error since the first four boost
build-dependencies sport the trailing "-dev".
