I normally can just copy my .gnupg/ to another computer and have gnupg
working fine, but with a couple of fresh install ive noticed that this
no longer works.

when I export/import my secret/public keys

I can encode fine
but when i try to decode on the new machine
I get

Since we're now 9 months later, I conclude that it is a configuration
error and will close the bug.
