I found rather strange artifacts while browsing the brand new "Overview of the
GNOME platform" at
http://developer.gnome.org/doc/guides/platform-overview/platform-overview.html.
I'm attaching an screenshot of what I see here under the Chapter heading. Other
parts of the page have similar artifacts. The HTML looks good in EMACS and the
most pager.

The server says UTF-8 while the content is ISO-8859-1. This is not a
problem with epiphany but an expected result. Your first screenshot was
not, though, and was solved in libxul0d 1.8.0.1-8.
