Strangely enough, I thought it used to work but it seems it doesn't.
When running pbuilder with a command line like:
DEB_BUILD_OPTIONS=noopt sudo pbuilder build --debbuildopts -b somepackage.dsc
The build doesn't occur with the DEB_BUILD_OPTIONS set. Adding a hook at
level A that displays environment variables reveals the
DEB_BUILD_OPTIONS variable is not set at all.

Indeed it used to work, until env_reset has been set by default in
sudo... which I just figured out looking at the sudo changelog.
I should have checked there before filing. Sorry for the noise.
