I tried installing libnss-unknown in a docker container running
debian buster-slim. This had no effect, and the unknown service was not
added to /etc/nsswitch.conf.

Here is my /etc/nsswitch.conf file after installing libnss-unknown:

After looking at the packaging files, I noticed that the postinst script
depends on the presence of the keyword 'compat' in the list of services
(2nd column), for the database names 'group' and 'passwd' (1st column).

In my case, no 'compat' service, but 'files' instead. Hence the postrm
script did nothing when I installed libnss-unknown.

I think the postinst script should be reworked to not depend on the
specific 'compat' value, and should instead just add the 'unknown'
value.
