Hi!
The pulseaudio output plugin doesn't use PA's volume control, the code
is simply missing.
As a consequence, qmmp uses its builtin software volume, rendering tools
like pavucontrol useless (or any other centralized volume control).
Please forward this bug to upstream and ask to implement the missing
bits.

This was marked as done in the upstream bug tracker in November 2018, without
any comment. Pavucontrol appears to be working with qmmp 1.2.6, so I'm closing
this. Please feel free to re-open if you think the behaviour is still not
correct.
