Dear Maintainer,
qemu-system-alpha misses palcode.
I had some good success with crosscompiling sources from here
https://github.com/rth7680/qemu-palcode using gcc-alpha-linux-gnu /
gcc-8-alpha-linux-gnu (8.2.0), and doing:
make CROSS=alpha-linux-gnu- palcode-clipper
Then passing palcode-clipper (156048 bytes) to qemu via `-bios` argument.
It boots alpha kernel just fine (using `-linux` argument), and I was able
to load debian installer from ports too (using -initrd and other flags).
Also in official qemu repositoris I see palcode-clipper binary (152680 bytes):

so I am not sure why it is missing in Debian.
I was not able finy `palcode-clipper` in any package in Debian using
`apt-file` search or packages.debian.org
