Dear Maintainer,

While upgrading a test vm from Stretch to Buster I got the error
'iptables-restore: not found'. from the netfilter-persistent package.

I suspect that this relates to moving that binary from /sbin to
/usr/sbin in the iptables 1.8.1-2 package.

Starting dist-upgrade again finishes without errors.

On review I see that the iptables packages created a symlink for
compatibility, but the modification timestamp is a few seconds after the
log messages shown below. Race condition?
