Dear Maintainer,
please consider blacklisting networking.service in needrestart.conf similar to
NetworkManager or other networking related services.
After the upgrade to the stable point release 9.8 which included updates to
libc, I noticed a lot of services failed on my network gateway which runs
Debian.
After the package upgrades needrestart issued a restart of the following
services:

/etc/needrestart/restart.d/systemd-manager
systemctl restart arpwatch.service chrony.service cron.service
haveged.service networking.service rsyslog.service [email protected]
smartd.service ssh.service systemd-udevd.service unbound.service
Quite a few of these services failed to restart however, since they rely on
network interfaces which were down due to the restart of networking.service.
SSHD, for example, logged this:
sshd: error: Bind to port 22 on 172.16.2.1 failed: Cannot assign requested
address.
sshd: fatal: Cannot bind any address.
Other networking related services such as unbound, dhcpcd and arpwatch failed
at the same time.
Therefore, I suggest to blacklist networking.service.
