That's a version of grub-efi-amd64-signed, not grub-efi-amd64-bin.

grub-efi-amd64-signed is a separate source package.  Its builds will
catch up; and the point of the strict dependency is to make sure they
stay in sync in testing, so we don't need an RC bug to avoid that.
