But if one puts "APT::Install-Recommends 0;" in /etc/apt/apt.conf,
some noto fonts, namely

That's not a bug but a feature, to support exotic exceptions.

Treating all packages as exotic exceptions e.g. by setting 
"APT::Install-Recommends 0;" is unsupported by Debian.

Feel free to do that but beware of mentioning such setting *EVERY* time 
you report a bug, to let others know that you broke your system 
yourself.
