Debian has the doc-base register (managed by the doc-base package)
which allows documentation files such the set provided by
libdune-pdelab-doc to be conveniently accessed from a central point,
e.g. accessible from dhelp, or from /usr/share/doc/HTML/index.html

Could you consider registering libdune-pdelab-doc?  This involves
creating a debian/libdune-pdelab-doc.doc-base file, which can be handled by
dh_installdocs (installs into /usr/share/doc-base/libdune-pdelab-doc).

I think doc-base is dead (see also [1]) so won't look into how to
provide a doc-base file myself.  I might apply a patch with the doc-base
file if it was provided.
