Hi, here's another one.  If udev is not installed, then the symlink
creation on first install fails, so the postinst and package install
do too.

Probably best to create the rules.d dir if neccessary.

Alternatively we could not install the link if the dir is not there,
but knowing if the user removed it and wants it to stay gone seems
too hard to support reliably.  They should remove the links, not the
dir if the current system is to remain...

Anyway, packages should be able to support udev without (pre)depending
on it.  Other than that, I'll leave policy to you and Marco ;-)
