I think it's a bad idea to share files in incoming/ dir before we've found that
someone is sharing a complete copy somewhere.

If no complete copy has been ever seen, there's no garantee that it exists, so
it turns out this file can never be completely downloaded.  Such "partial files"
might live for a lot of time in the network, causing wasted bandwidth and also
confusing users.

I suggest that incoming files are put "on hold" untill they're known to be
complete (which usualy happens really soon).
