dbconfig-common? y
hostname? localhost
port? default
database? otrs2
db-path? /var/lib/otrs/db
username? otrs@localhost
next is a prompt labeled "password confirmation". no matter what's input here,
it is (ofc) wrong. seems like querying the password-to-be-confirmed is missing.
fwiw, identical behaviour with 5.0.16-1+deb9u6

Then there is something wrong in your setup, did you also see this?:
