as this package is already in multi-arch paths, it should be a single-line 
change
to make this package multi-arch:same, which is neccicary for any of its 
revernse dependancies
to cross-compile the multi-arch way.

If you have any architecture-specific headers you will need to put them in
/usr/include/<triplet>/

It wasn't that simple (the pango1.0-tools package had to be separated
out, which required approval from the archive administrators) but this
was fixed in 1.42.4-4.
