(first use in this function); did you mean 'ENOTTY'?
Ordinarily, I'd suggest conditionally substituting some other errno
value (though not ENOTTY, similar prefix notwithstanding). However,
it looks like powercap is fundamentally Linux-specific, so it would
make much more sense to declare Architecture: linux-any and be done
with it.
