libgeo-ip-perl is one of the packages that fails to cross build, because
it Build-Depends on perl. Like many packages, it should be updated to
perl-xs-dev. Once doing so, libgeo-ip-perl becomes cross buildable.
geoip-database was recently marked Multi-Arch: foreign.  Please consider
applying the attached patch without urgency.
