I tried to install xml-core on a new system. It fails in its postinst:

I think that dh_installcatalogs should create /etc/sgml if needed.
If you agree, then packages build with dh_installcatalogs will need to
be rebuild with the new version of debhelper.
If you disagree, then please reassign this bug to xml-core: this package
(at least) will need to create or provide /etc/sgml
