Package: util-linux
Version: 2.32.1-0.2

Building with:
debuild -i -I --no-sign --build=binary -j1

leads to the following binary packages being built,
from util-linux_2.32.1-0.2_amd64.buildinfo
Source: util-linux
Binary: util-linux util-linux-locales mount bsdutils fdisk fdisk-udeb
libblkid1 libblkid1-udeb libblkid-dev libfdisk1 libfdisk1-udeb libfdisk-dev
libmount1 libmount1-udeb libmount-dev libsmartcols1 libsmartcols1-udeb
libsmartcols-dev libuuid1 uuid-runtime libuuid1-udeb uuid-dev
util-linux-udeb rfkill
Architecture: all amd64
Version: 2.32.1-0.2

As you can see, setpriv is not part of it, preventing the upgrade of
util-linux:
# apt upgrade util-linux
Reading package lists... Done
Building dependency tree
Reading state information... Done
Calculating upgrade... Done
Some packages could not be installed. This may mean that you have
requested an impossible situation or if you are using the unstable
distribution that some required packages have not yet been created
or been moved out of Incoming.
The following information may help to resolve the situation:

The following packages have unmet dependencies:
 util-linux : Breaks: setpriv (< 2.32.1-0.2~) but 2.32.1-0.1 is to be
installed
E: Broken packages

Hello,

I'm not quite sure what actual bug you're trying to report here,
but yes the setpriv command is these days shipped in the util-linux
package. The new util-linux package must thus declare a Replaces and
Breaks relation against the old setpriv package, as required
by debian policy. This is to prevent people (like you apparently!)
that would try to install the combination of new util-linux and old
setpriv packages, as that would result in a file conflict between
these packages which would cause dpkg to error out.
The solution is to simply no try this combination. If you have the
new util-linux package, then the setpriv package is no longer needed.

HTH

Regards,
Andreas Henriksson
