   * What led up to the situation?

After installing and starting iptables-persistent, I noticed after running 
`systemctl status` on it that it is in a failed
 state, which I think is not a good thing.
   * What exactly did you do (or not do) that was effective (or
     ineffective)?

I couldn;t really do anything other than try to find a solution online. From my 
search, it does appear that this package
 has been buggy since 2012 or before. One suggestion I found was to run 
`systemctl module-reload`, then
`systemctl start netfilter-persistent`, then `systemctl enable 
netfilter-persistent`.
 
   * What was the outcome of this action?

No change to the problem. The service stil remained in failed state

   * What outcome did you expect instead?

I expect the service to start properly.
