The gnome-doc-utils package is deprecated since >5 years.
It will likely not survive to bullseye release because of the python2
removal.
It seems your package doesn't actually need the build-dependency
on gnome-doc-utils. I dropped it and build-tested without it and
your package built successfully without gnome-doc-utils.
(You already build-depend on yelp-tools so I assume that
gnome-doc-utils is a leftover from when upstream converted
to that.)
Please drop the gnome-doc-utils build-dependency.
