In a ppc64le host, needrestart did not notice last kernel upgrade to
suggest a reboot.
new kernel version linux-image-4.19.0-5-powerpc64le 4.19.37-5+deb10u2
previous kernel version linux-image-4.19.0-5-powerpc64le
4.19.37-5+deb10u1

Running kernel seems to be up-to-date.

No containers need to be restarted.
No user sessions are running outdated binaries.

(2019-07-19) ppc64le GNU/Linux
Expected behaviour as server is not rebooted yet, is to detect that
kernel change and suggest a reboot.
This problem does not happen in amd64 architecture (4.19.0-5-amd64)
although they version upgrade is similar 4.19.37-5+deb10u1 ->
4.19.37-5+deb10u2.
