The po4a package seems to be missing the `po4a-build` binary.
While it is listed in
https://packages.debian.org/sid/all/po4a/filelist
it doesn't seem to be part of the binary package in practice.

This seems to be the underlying reason for these two bugs:

Hello,

po4a-build was removed upstream, and I think that this script should
not be used [anymore]. It is superseeded by the po4a script, that is
far more powerful. 

As you noted, 2 packages in Debian are still using po4a-build and were
broken by this change. I'm sorry for not detecting it before removing
the script from upstream (I'm part of the upstream team), but it's
done now. 

Plus, these 2 packages (that are orphaned AFAIK) found a workaround:
they are copying the script in their own tree (iirk).

I'm thus closing this bug because I really don't feel like reviving
po4a-build.
