In File -> Settings -> Connection -> Server, there's a checkbox
labeled "I can receive direct connections". Checking this and
pressing "Apply" does not make nicotine listen on the chosen
ports.

How to reproduce:
- $ rm -rf ~/.nicotine
- Start nicotine
- Enter user name etc, enter non-default numbers in "Client
  connection ports" (I tried 5789-5790) and forget to check 
  the checkbox ;)
- Apply & Ok the Settings dialog
- File -> Connect
- # netstat -ltunp|grep  python
  Note that Nicotine listens on 2234/tcp, altough it should not
  take incoming connections yet!
- Open settings, check "I can receive direct connections"; 
  Apply, Ok.
- # netstat -ltunp|grep  python
  Note that Nicotine still listens on 2234/tcp!
