When I dist-upgraded from squeeze to wheezy, initscripts package
did not migrate the former hwclock setting (UTC=no) into /etc/adjtime.
This causes UTC time to be written into the hardware clock in
the shutdown process.

Under the Debian and MS Windows dual boot circumstances, this
results in wrong time setting in Windows.
