I installed three machines during the last weeks and on all of them I
found that devfsd breaks virtual terminals both under X and for
SSH-logins. I used the standard conf and modified /etc/default/devfsd on
all three machines. Turning it back to the original state (aka don't
mount devfs) and rebooting fixed the problem on all machines (one
ahtlon, one athlon xp, one pentium III).
All machines used recent 2.6 debian kernels. Installation was done with
recent d-i CDs.

devfs has been deprecated for a long time and devfsd has been removed
from Debian unstable now. Please move to udev.
