qmail should have an "/etc/default" file which configures the way the
init script starts the qmail daemons (logger configuration? RBL?). It
should also possible to disable startup, e.g. if SMTP is not required
or if the daemons are managed by daemontools. The POP3 server should
also use this file, instead of specifying the startup code in
comments.

Most tasks should be possible without editing /etc/init.d/qmail.
