Hi,

when proftpd is not running, initscript stop returns a non-zero exit
code. This is not properly handled by the maintainer scripts and
uninstallation/update is aborted if the daemon is not running.

This is annoying, and a probably policy violation.

This was a transient failure in pre-5 version. Remove and reinstall
the package. There is no need of changing anything more because the
only upgrading path of of interest is from sarge and the package is
still not in etch. See #364074.
